Virtualdub is the most basic free editor out there but I would only use it on AVI files.

Conversion softwares are another matter entirely. CODECs are usually considered the intellectual property of the developers. Depending what CODEC you want to convert to, the encoder may be free it may not.

Search for the encoder converter you specifically want and then decide if it's something that's ok to download or not.

FLV is an Adobe format so I would start with their site.
